Professional Accomplishments
Stephen J. Annino is the managing partner in the Washington, D.C. and Falls Church, Virginia law firm of Kasimer & Annino, P.C.  Mr. Annino is a member of the District of Columbia, Pennsylvania, Maryland and Virginia Bars, the Maryland Bar Association, District of Columbia and the Virginia Bar Association.  He is also admitted before various federal trial and appeals courts, as well as the U. S. District Court for the Eastern District of Virginia, the U. S. District Appellate Court for the District of Maryland, and the United States Court of Federal Claims.

Mr. Annino has negotiated and litigated civil disputes in Maryland, Virginia and the District of Columbia, and has been involved in various construction claims before a number of judicial bodies as well as various boards of contract appeals, the American Arbitration Association and the Department of Labor and Industry.  Mr. Annino is General Counsel for the Heavy Construction Contracting Association.  His experience with private contracts extends to many types of construction including highways, condominiums, commercial and residential structures, renovations, construction including highways, condominiums, commercial and residential structures, renovations, and industrial projects.  Mr. Annino has represented owners, community associations, contractors, subcontractors, suppliers and architects in affirmative and defensive actions and claims, including numerous mechanic's lien cases.  He also has a wide variety of experience in other civil matters including contract negotiation, document preparation, dispute resolution, corporate and business law. 

Mr. Annino has authored, co-authored and contributed articles which have been published on topics related to civil litigation and construction law, and has lectured and taught classes on Construction Litigation and Business Law.  His articles include:  "What Corporate Management Should Know About Confidential Communications,"  Construction Specifier, Vol. 38, No. 6, June, 1985; "Looking at the Legal Side," National Asphalt Paving Association Focus, Vol. 10, No. 3, Fall, 1985, "Dealing with an Insolvent Contractor," Construction Specifier, Vol. 40, No. 3, March, 1987; "Understanding the Proposed Construction Lien Act,"  Building Washington, Vol. 1, No. 4, Fall, 1988, "Staying Afloat," Construction Specifier, October, 1991, "Dispute Resolution and Claims Recognition," Construction Law, National Business Institute, Inc., 1987, "What do you do with a Defective Bid," Construction Law, National Business Institute, 1987.

Mr. Annino has lectured and presented seminars for the National Business Institute, Inc., Associated Builders and Contractors and the Heavy Construction Contractors Association.

Cases in which Mr. Annino has been involved have resulted in published opinions by the United States Court of Appeals for the Fourth Circuit and the United States Bankruptcy Court for the Eastern District of Virginia.

Educational Background
Mr. Annino obtained a B. A. with honors from Canisius College in Buffalo, New York in 1987 and attended law school at T. C. Williams School of Law, University of Richmond in Virginia (J.D., 1981), where he graduated in the top 20% of his class.

Mr. Annino takes an active role in understanding his client's construction projects and  the value of making site visits to witness for himself job progress, job dynamics and problems. The Woodrow Wilson Bridge is one of the many high visibility projects he has been involved in.
